Born in Richmond, Viriginia, Parater began studies for the priesthood at Belmot Abbey College in 1917. He then decided to prepare for diocesan priesthood in Richmond, under Bishop Denis O'Connell. Parater was sent to the North American College in Rome, where he died three months later.
